can i serve someone my self with legal civil suit papers myself in new york state

If you are a party to the suit (if you're the person suing or being sued) then no, the general rule in New York is that anyone who is over 18 years old and not a party can serve process, but a party cannot serve process. Thus, to save money on a process server you can certainly have a friend serve process, but you cannot do it yourself. This rule is found in CPLR 2103(a).
