Legal Question in Technology Law in New York

Am I allowed to own a website that streams movies from other host websites (embedding from things like megavideo)? My host is in the netherlands and the registrar is offshore as well so am I allowed to have such a website? Can I get in legal trouble for having such a website from the government? Can I forward DMCA complaints to video hosts?
