Legal Question in Credit and Debt Law in New York

1999 Hospital Bill

I had an emergency room visit 12/31/99; had no insurance and have barely enough money to survive since then due to the economy and job market. I recently became employed. Beth Isreal Hospital put a collection agent on this debt; that agency went out of business; a new law firm was hired. They served an arbitration notice on this matter to the wrong address via regular post. I never received that notice, I did, however, receive the notice of judgment amount, it was delivered to my neighbor in my old apartment that I lived in over 6 years ago. They came into my bank acct. via a Subpeona, charged double the amount; all my checks are bouncing. Can they do this? What if the hospital wrote that bad debt off, what do I do to pursue this unlawful process?
