Electric company put my name on an account without my consent. instead of turning the service off for nonpayment, they let huge bill pile up. They got my name from leasing office as the current tenant. When I moved in, the leasing consultant told me utilities are included in rent. I happily paid the rent. 10 months into the lease the services got turned off and electic company saying I have to pay. Am I obligated to pay for an this account I did not authorize?

The short answer is no. Furthermore, the landlord has the duty to provide electric. You should be serving a notice on the landlord stating that he is violating the lease by failing to provide electricity to the unit.
