Legal Question

I owe a judgment for a small amount and am looking to contact my creditor ( which is in a different State) I have a bank account, I work and I have read that a new law came out to protect me from seizure of my account if i keep less than $ 1,800.00 in it...is this true? or is it for the exempt people like welfare etc.
