Legal Question in Criminal Law in New York

Pretty much I ended up getting a petit larceny in nys at a WAl-Mart. I never left the store and said I could pay for the items. According to penal code s 155.20 at the time of.the crime if the person can not pay then they are charged. They would not let me pay. I also had an anxiety attack because Wal-Mart and the officers wouldn't allow me to taoe my meds in the bottle labled my.name for my attack. Eventually I was allowed but it was much later. I suffer memory black outs when this happens so my state of mind was altered. I also suffer depression which I take meds for and ptsd. Im wondering could they even charge me if i tried to pay and also could it be thrown away.
