Legal Question in Family Law in New York

i am an american citizen living abroad. i am divorce and have sole custody of my children. my 17 year old went to the us for a visit and of her own accord decided she wanted to stay there. my parents (her grandparents), without my consent, signed her up in school. can my parents legally do that? can i file a police complaint against them? is the school allowed to accept her under these conditions

It sounds like it sounds like she is staying in the United States because the school believes that your parents are her guardians and maybe they didn't ask a lot of questions and because of the rush of incoming students.I would need to know what country you were residing in prior to your daughters trip to the United States.
