annulment papers

my husband had mailed me annulment papers he resides in carmel,ny,I am on long island ny I went to meet with legal aide today because i am on public assistance&they told me because he lives in carmel putnam county I had to get legal aide from there is this true?We were married here in 1998&he abadonon me on 7/02Thank You
