Will NY state grant grandparents rights to a mentally ill person?

If you can prove the mental illness and also prove that the illness will effect their interaction with the children, the court will take that into consideration when making a decision, however, mental illness is a broad statement and has numerous definitions so a definitive answer cannot be give over this forum.
