Legal Question in Civil Litigation in New York

An adult daughter withdrew direct deposit Social Security benefits from her deceased mother's checking account for 10 months after her mother's death. The funeral home never notified Social Security. The daughter withdrew about $3,000. The daughter is now wants to right this matter, but does not have the $3000 to pay back social security. She is aware that she needs to contact social security immediately but is afraid to due to possible legal problems. Can she pay back Social Security in installments. Will they go after her or give her a chance to set things straight?
