Legal Question in Civil Litigation in New York

Good evening I'm on a government assistant housing program which in my lease states I must have 80% of my living room and Bedroom floors covered by area rugs, which wasn't budgeted to me, yet my downstairs neighbor complains about my noise, she has gone so far as to start telling other neighbors in the building that she hears me having gay sex and she has also bought a stranger to my home as a ruse to make me think it was her brother to threaten me to lower the noise I offered her my phone number so she can call if it get loud so I can lower what ever is annoying her she refused she is now spreading gossip to anyone who will listen that she hears my gay sex and it has gotten back to me and she is now trying to sue me for breach of contract and lost wages in the amount of $3,0000.00 what can I do? can I counter sue for harassment?

Proceed to the Housing Dept. Coordinator who you first contacted to obtain the apartment. Ask them to mediate your dispute with the neighbor for they are similar to your landlord. It may very well be that they can coordinate a solution for you both, without the back and forth conflict getting out of hand.
