Legal Question in Immigration Law in New York

For Green Card application, is L1B visa or H1B visa better? Is there a separate green card quota issued for each of these visas?

There is a number of separate employment-based green card caetgories, however, they are not based on H1B or L visas. Person's qualifications, education, experience and job position determine the visa category, not his non-immigrant visa.
