Legal Question in Immigration Law in New York

Hi.
I wanted to ask how can a person who i have some infromation was settled in USA, with his entire family, but 19-18 years has lapsed.
This man initially has done Visa fraud and false statement to get green card and he overstayed the allotted time in US. how can he be punished , now he has become Grncardholder and settled, can a case be still done in his name? can a background investigation be done in his name and can he be charged or arrested as he managed to conceal many things, but today he a settled lavishly.
pls explain what can be done to get him arrested if it can as 17-18 yrs is lapse
