Legal Question in Intellectual Property in New York

Hi I am interested in creating an online website for file sharing. The files are mainly past exams such as SATs. Is it legal for me to find various exams throughout the internet and then upload them to my website and allow others to download?

No, not generally. The exams are the intellectual property of those companies that created them. There is an awful lot of creative expression in those exams, which is the subject of copyright protection.
