Legal Question in Landlord & Tenant Law in New York

My disabled, older friend owns a house that is being rented out. The renters were after her to fix something in the house, which she did not have the money for, but told them she would get the money. I guess it took too long, because now they are saying they refuse to pay the rent and even though she now has the money and wants to fix it, they won't answer her calls and are not paying rent. They threatened her that if she tried to do anything to them, they would tell the city that she illegally tapped into the water shed years ago because they wouldn't rent from her unless she did. What recourse does she have and what will happen if they tell the city what she did? They've basically stolen her house.

She needs to retain counsel. The next step is to evict these deadbeats, which is entirely feasible, but she needs to move on this or these people will be living rent-free well into 2015.
