liability

I rent commercial space, and fell down a flight of stairs due to a faulty handrail and narrow steps is the landlord responsible or is my liability responsilbe

More likely then not the landlord is responsible.

You have not stated whether the steps and the handrail met the New York State Building Codes and the local codes. I also don't know how the handrail was faulty. Was it loose?, was it too low?

These are some of the questions that I would have to know before I can give you a better answer.

Act now, there are certain time limitations involved in bringing an action against the landlord, and pictures should be taken to preserve the evidence.

It is very possible and likely that your landlord is responsible and liable for your injuries. Surely he is insured and his insurance company would cover it. You would likely need to initiate leghal action.
