Legal Question in Personal Injury in New York

I am an attorney in Louisiana. My sister-in-law was injured in a NYC taxi in November of 2015. The cab she was in rear-ended another cab in Manhattan. She suffered soft tissue injuries and sought treatment from a chiro in TX, where she was living at the time. I have her meds and I have guaranteed the medical bills to the chiro. I have the cab's tag number, but I have not been able to get the crash report (if one was made--she had to leave the scene to catch a plane). I need to refer her to a NYC attorney to pick up the ball and file a claim and/or suit.
