Legal Question in Personal Injury in New York

I worked for the Turning stone Casino and fell on black ice about 10 years ago. I am getting workmens compensation in the form of 1100 a month. I have a dorsal stimulator in my back which allows my legs to function and I have a steel rod placed in my back. I am constantly in pain but i am learning to live with that. What hurts is I am unable to work, and I cannot live off 1100 a month. I tried to get medical assistance and food stamps but they claim 1100 is too much for me to get any assistance. With the costs of everything today is it possible for me to get a lawyer and reopen my compensation case for more money due to the economy. I have always been told that we cannot sue a soverign nation. Is there any help for me out there?
