Legal Question in Real Estate Law in New York

Hello, we are a Eastern European hostel operator and we would like to open a hostel in New York or Los Angeles. We have heard that U.S. has major legislative restrictions about hostelling type of business for profit (multiple people in 1 room, dormitory). Looking for advice if hostels are actually legal or not? We have been offered to lease space from an individual hotel real estate with hotel zoning and hotel license. Would that work? Our concept is 4 people in 1 room (2 bunk beds). Thank you in advance
