Uniform Gift to Minors- custodian unwilling to transfer funds

The custodian of my accounts under the uniform gift to minors act refuses to transfer my money into my possesion with her signatures. I am far past the age required by NY law for obtaining my money. The custodian received a formal written request from me. What is the next step to take towards obtaining my funds?

A lawsuit. Hope the funds are still there. Speak to the depository as to what they need for the transfer.
