Legal Question in Wills and Trusts in New York

My cousin died with bank accounts in his and his cousins name.Can the executor of the estate disperse these funds immediately

If the accounts are joint, and the proceeds going to the surviving joint owner, the Executor has no control, as these are not probate assets. Probate assets are only those upon which the Will operates. Joint bank accounts pass by operation of law and do not involve the Executor.
