my Dad died and got a letter his estate attorney that state i should sign a Waiver of Process: concent to probate to be filed. Waiver Issuance of service citation

This is standard procedure for initiating probate in NY. Unless you are going to contest the Will or have similar issues, these are usual documents. If you have concerns, contact a local estate attorney.
