Legal Question in Wills and Trusts in New York

Eldest brother is trustee of my parents trust with five children as beneficiaries. My brother has been secretive about bank transactions since my parents passed away 6 months ago. We, the beneficiaries have asked on several occasions for the bank statements so we can all see the transactions and he has refused. Is he legally required to provide full disclosure BEFORE the trust is officially settled and closed?
