If you go to an attorney's office, the attorney will not just fill out a form. (S)he will inform you of the laws and your rights and discuss strategy in the matter. The attorney will then make an appearance and represent you in the matter.

If you want to go the office to consult with an attorney about general surrogate laws, you should call around to attorneys in your area. You should contact 3-7 lawyers to get a general idea of the rates. Consultations are based on the experience of the attorney and the time spent on the consultation.
