Legal Question in Wills and Trusts in New York

My lawyer is finishing up an intestate case in New York.I,am one administrator and my wifes oldest son is the other administrator.The case is almost over.All the debts yhave been paid.Now the papers have to be signed so the money will be divided.The second administrator had all his share taken by the Federal marshals.He refuses to sign the final document,because he wants us to suffer.How long can he hold out before action can be taken.

He can hold out forever. Have him removed as Administrator.
