Yes, in fact the new Nigeria Investment Promotion Act allows the ownership of a company 100%. All the foreigner needs to do is to properly incorporate the proposed company. and obtain the basic permits like the business permit, expatriate quota positions, wherte he intends to employ non Nigerians.

He can also invest in the economy by way of purchase of shares. Another very important certificate he may need is the certificate of capital importation which would enable him repatriate funds and profits out of Nigeria without any inhibition.
