Legal Question in Administrative Law in North Carolina

what do we do?

my sister is in a coma. all we know is that her boyfriend claims that he found her passed out on the floor that was the first story we got it keeps changing. he refuses to talk to the family he send messages through one of my sisters friends we don't know what happened to her and her apartment complex wont let us in her apartment for all we know it could be a crime scene. my sister boyfriend has the keys to her apartment he doesn't live there and he is not on the lease but he refuses to give us her keys he is hiding from us and the police we cant find him we have reason to believe that he may be the cause of why my sister is on life support. we need to get in to her apartment to get medical information and insurance information and also to see if there is anything there that could help us understand why she is like this. and also she has a car that is missing no one knows where it is and her so called boyfriend wont talk to anyone and let anyone know anything we believe that he is involved and her apartment may have the answers. the police were called but they said the couldn't get us in her apartment because we are not on the lease.. my sister is on life support unconscious in a coma she cant give them consent so what can we do?

You've got a tough situation. You should contact a lawyer to explore your ability to obtain rights to act on behalf of your sister. If she is comatose, you may be able to obtain something akin to a power of attorney to act on her behalf. You probably need to contact an attorney quickly, as well as possibly the police and/or DA's office.
