Are you serious?

How would any attorney know the answer? To have a child you have to have at least hit puberty and be biologically capable of reproducing ... so the earliest would be age 10-13 roughly. As to the dog part, you could be younger if someone like your parents or a friend or relative gave you a dog, but otherwise, you would have to buy it and to do that you would either have to work or save up money. And if your parents will not allow you to have a dog in their house, you would need to be at least 16 to get emancipated and move out; if you cannot get emancipated then age 18. Of course, if you have a dog, that implies that you are also old enough to care for a dog.

While you can have a dog at any age, your post contains the conjunctive "and" which means that both conditions must be met, i.e., you have to be old to have a child plus be old enough to acquire a dog.

So my educated guess is somewhere between the age of 10-18 at the earliest.
