collection agency won't take payments

my daughter cosigned for a exboyfriend to get a computer and he did not pay for it so she has to now and the man from the agency is harrassing us and her and will not let her make payments. She is a full time college student and lives on campus and works part time. He says that if she doesn't pay it thaey will take her to court, but he will not take payments she has no credit to borrow the money to pay it. we are helping her on her college. Can they go into a checking account or through work or take anything by going to court. He told her he was an attorney and he is not and he said she would not get a college degree because of this and so on. Just threating her. They can't do that can they? What are the laws about this?

Here is some information from the FTC regarding the Fair Debt Collection Act. Maybe your daughter has a case against the collector for violations of the act.
