Legal Question in Credit and Debt Law in North Carolina

If a debt collector calls me and tells me I owe money or they'll report me to the credit bureau but doesn't send me an actual bill or notice telling me the exact amount I owe or giving me the option to dispute the charge, are they still allowed to report me or is that illegal? Right now I don't even know how I would go about paying since the debt collector didn't give me any information beyond her last name and who she was representing.

It is not illegal. It is not a criminal act.

The proper way is not to engage the debt collector in phone chat but to send a letter to the debt collector disputing the debt and asking for validation of the debt.

You have internet access obviously. if you know the name of the debt collector you should be able to find an address for the debt collector.
