Legal Question in DUI Law in North Carolina

old DUI charge

I had gotten 2 DUI's in 1996-97, surrenedered my DL and need to get it back. It is useless to speak w/ DMV since they are ''clueless'' as to what I need to do to get it back. I live in another state. What can i do to get my DL back? Can you help?....Please? Is there a statute of limitations??? It's been 10 yrs.
