Legal Question in Family Law in North Carolina

I am attempting to get a divorce and sole custody of my 6 year old. My estranged husband of about 5 years, has been running from the law for several months and is in and out of jail. How would I have him served? Also, what would be the cheapest quickest way to get sole custody? He doesn't pay child support and he is a known drug user now. Is there anyway I could get his parental rights terminated? I am a young single mom that works full time and goes to school part time. I don't know where to start. I need help!

Yes, you can have his parental rights terminated. You can also serve him by publication if you can't find him and have tried. You will need an attorney to help you.
