reversing child custody to birth mother

Two yrs ago temporary custody was granted to my sister of my then 11 yr old son.. due to a family situation. The situation has been resolved and I wish to regain custody of my son. My sister has agreed to sign custody back to me but the lawyer I have retained seems to be ''dragging his feet''. I need to get my son (now 13) registered in school, but I am at an impasse. The school won't let me register without having custody. Is there a free legal form I can get to do this? Or am I stuck having to go thru the court system to get custody reversed? My sister lives in North Carolina and I live in Tennessee. I have had my son in my physical custody as of 6/13/05. Any help you can offer will most appreciative.
