If a marriage is registered in both USA and the Republic of Panama, and a consensual divorce is granted in the USA, is it recognized in the Republic of Panama?

You need to ask a Panamanian lawyer. I am sure there are treaties between the US and Panama such that Panama will recognize valid US court orders. There may be a process for registering the US court order in Panama but again you need to consult with a Panamanian lawyer as to what that is. The US order may need to be translated and certified in order for it to be registered in Panama.
