can i send in a petition for emancipation for m girlfriend if her parents refuse to let her go anywhere?

No, you have no standing or legal right to petition for the emancipation of your girlfirend. The US Supreme Court has often ruled that parents have a findamental right to decide how to raise their children. For a child to be emancipated, the child would have to show they can support themself and that the parents are not taking care of them.
