in NC can a landlord require you to give 60 day notice on a month to month basis when the original lease agreeement ran out in 2010?

It depends on what that lease says. Under NC law, when a lease term expires, the lease stays in effect, except for the original term stated. So if the lease that, the original term ended in 2010, requires a 60 day notice, then yes, the 60 day notice requirement is still in effect along with the rest of the lease.
