Depends on what you mean by "driving without a license" - if you mean either Driving While License Revoked or No Operators License, the answer is yes. Many lay people confuse charges of Driving While License Revoked and No Operators License. Both DWLR and NOL are crimes both are misdemeanors. DWLR is the more serious Class 1 misdemeanor NOL is a less serious Class 2 misdemeanor.
