Seatbelt Violation?

On my way to the pharmacy, I was pulled over for allegedly not wearing a seatbelt. They asked for my license and registration and I didn't have my license on me at the time and told them that. What my question is, is it legal for a police officer to pull a driver for a seatbelt violation? It may also help to say that the weather was very bad (heavy rain), and that it was dark out. I did have my seatbelt on at all times and still had it on when the officer came up to ask for the paperwork.

Welcome to the police state-the answer is yes. You can be pulled over for a seat belt violation. IT may have been dark-cloudy-rainy, but police have the uncanny ability to see things that your average citizen cannot. Just show your license at court. The NOL should be dismissed.
