Can They ''Bankrupt'' A Restitution Order?

A man who was convicted of theft (shoplifting from my store) and assault (hitting me when I tried to stop him) was (recently) ordered to pay restitution. Can he avoid paying restitution by filing bankruptcy?

Yes, he can file, but that restitution order has priority, and will be fulfilled first if the debtor has assets to do so.
