Website being attacked with ''Automated Signups''

I run a website where people can list what character names they have in a game so that people can trade for that name or something of the sort. Name trading is not supported by the game, but it is not against the rules. People who are against name trading keep running automated signups which creates hundreds of usernames at a time. This eats bandwidth, slows down the website, and is REALLY annoying to solve. I was wondering if there was anything I could do. (They use proxies, so it's hard to block their IP address...)

Do have a prohibition clause in the TOU?
