Financial Power of Attourney Accountablity

My sister has financial power of attorney for my elderly mother. All financial records that belonged to my mother before she went into the nursing home have disappeared...Also, there is no record of my mother's expenses or of what the withdrawals from her accounts were spent on. When questioned, my sister says it is none of our business (7 siblings in all) and my mother's lawyer says that there is nothing she can do for us as my sister was legally given financil power of attorney.

Can my sister just spend my mother's money for ANYTHING without being accountable???

If she is accountable, to whom is she accountable? My mother's lawyer doesn't seem to have any idea of where the money is being spent either...maybe she doesn't have to tell us, but she IS supposed to be representing our mother's best interests...in't she?
