Legal Question in Employment Law in Ohio

My company withheld all 39 pay checks because they didn't have the money to pay us. My manager who was on site working and in charge said he was taking his paycheck anyhow and cashed it. Now my boss wants me to write him up (progressive disciplinary action) for insubordination. My last day is in a week anyhow. If I write him up I fear it will create a paper trail for legal action against the company (I don't wish them any harm) because the employee told me he would call the wages and hours division and report it. Any suggestions?
