Legal Question in Landlord & Tenant Law in Ohio

My sister in law rented an apartment she became gravely ill around the 28th of last month. We never anticipated that she would be hospitalized for over 8days. She was released and has to go to the hospital on outpatient treatment for 4 to 5 hours a day. She is unable to speak and the landlord was told everything. She gave a key to my mother to take care of the cats. She was just notified that the locks were changed and the Humane Society removed the cats. My question is does he have a right to do that when she's paid on time until this month that she was in the hospital. And I thought that they had to give you 3days notice.....

In Ohio, a residential landlord who seeks to recover possession of the premises must do so through the statutory eviction process found in Ohio Revised Code Section 1923.04. Self Help evictions (where the landlord merely changes the locks and removes the tenant's belongings) are prohibited by Ohio Revised Code Section 5321.15.
