Question about property damage

What, if any, rights does the defendant have once they have attempted to repair property damage and the damage is unsatisfactorily repaired? What rights does the plantiff have when the property damage is not repaired properly?

There are no "rights", per se, Plaintiff should give Defendant ample opportunity to fix what was wrong. After giving Defendant enough opportunity to fix, the Plaintiff can go somewhere else if he/she has lost faith in Defendant's attempts.
