Legal Question in Traffic Law in Ohio

I'm writing this on behalf of my son-in-law. on 2/6 he received a letter from the Parma Ohio municipal court regarding a parking ticket issued 12/29/12. the letter stated he could appear in court or pay by $100 by mail or online. at issue is the fact that he (or his vehicle) hasn't been anywhere near Parma or even northeast Ohio in years! He has witnesses who can attest that he was about 250 miles away at his home in Williamsburg, OH on the 29th. Now, he's either going to be out the $100 by paying the ticket, be out the time/expense of driving to Parma to contest the ticket ($100+), or at the very least be out the cost of a local lawyer for advice. all for a ticket he didn't deserve! now don't get me wrong, $100 won't break them but they are a young couple with a young child trying to pay for a home. they don't need to be paying for a bogus ticket. can you help? I can forward the citation if it will help. Thank you for anything you can do.

Contact Parma and ask them for their procedure on contesting parking tickets. Follow thru with an affidavit from him and others who could establish what kind of car he drives and where he's been.
