Does the executioner of a will have power over all a persons assests including insurance policies that may have a different benefactor

The executor has the ability and responsibilty to make sure that the insurance claims for benefits are filed.

If the proceeds are paid to a beneficiary other than the estate the executor does not have any control over the proceeds.
