Legal Question in Immigration Law in Oklahoma

My fiance has been in the USA since he was 1yr old. Born in mexico and brought by his mother illegally. He attended all his school here & graduated. Has previously had a TX. DL and has worked and paid taxes. Currently his DL was taken by an officer due to an outstanding ticket. He now has no picture ID of any kind. His mother has filed something for him when he ESS in high school but for whatever reason it ead never completed. What do we need to do?
