Your unit likley has a leave and pass policy. Typically, if a trip is beyond a certain radius (say 250 miles), your failure to submit a DA Form 31 would violate the commander's policy and likley be couched as a violation of Article 92, UCMJ, failure to obey a lawful order or regulation. The "punishment" potential will be driven by how the command elects to address this (i.e., Article 15, Letter of Reprimand, etc.). It's arguably a very minor offense and could just as easily be handled with nothing more than a counseling statement or an oral reprimand.
