Legal Question in Technology Law in Oregon

Scenario: A person, lets call him John, places fake job ads online. He poses as a fake company, looking to fill some open positions. When people respond, interested in the job, John replies back saying he requires a credit check to be filled out first, since the job position involves handling company credit cards.

John sends a link in an email, which redirects to a free credit report website. John gets commission when people signup on this credit report website. John doesn't reply back to any of the people that were interested in the job, because its not a real job.

Is anything that John is doing, illegal? Can he be prosecuted for any of these actions?
