Legal Question in Family Law in Oregon

What is the legal rule or is there one in Oregon for grooming children? My nieces are being kept with no running water. They only bathe on the weekend when they visit their dad. Mom don't brush their teeth, combs their hair every few days or once a week have been two or three weeks. Is this considerd neglect?

Unhealthy living conditions could be the basis for a modification of custody and/or reduction in visitation for Mom, if it effected the physical and/or mental health of the children. But if a modification motion were contested, it may be difficult and costly to prove and it may require expert witnesses. Alternatively, if reported, the Department of Human Services would do an investigation which could then provide evidence that could be used in a modification hearing. DHS could even order a change of custody if determined that the living conditions were bad enough to threaten the childrens' health. Down side to this option is that you now have the state involved.
